
An Thuy Chu, MS
An Thuy Chu is a senior grants manager at UPenn’s Center for Guaranteed Income Research (CGIR). With nearly 15 years of experience, she is dedicated to overseeing the financial integrity of grant programs. Her expertise lies in budget monitoring, compliance reporting, and accurate financial statement preparation to ensure strict adherence to diverse funding agency regulations.
Before joining SP2, An held key roles as a Fiscal Director at Urban Health Solutions and later as an Accounting Manager at HIAS Pennsylvania, where she established and led their first in-house finance team, transitioning from outsourcing contractors to maintain the fiscal integrity and ensure the responsible use of donor dollars. She has experience working with complex community grant portfolios, with a proven track record of ensuring compliance and efficiency funded by DHS, USCIS, HRSA, NIH, DOJ, PCCD, City of Philadelphia and various private foundations which provided essential legal, social and healthcare services to low-income immigrants, refugees, asylum, HIV/AIDS patients and victims of domestic violence.
An earned her Master’s degree in Accounting from Wilmington University and Bachelor’s degree in Finance from the Academy of Finance in Vietnam. Outside of work, she really enjoys cooking, traveling, hiking, recycling and reusing.
