He earned his bachelor’s degree in Law and Political Science from the Instituto Tecnológico y de Estudios Superiores de Monterrey in Mexico in 2019, and has additional studies in Municipal Administration, Program Evaluation, Governance, and Public Innovation. Before attending Penn, Edgar worked as a consultant for national and international organizations such as the United Nations Population Fund, The Trust for the Americas, the Organization of American States, and the Pacific Alliance. In addition to his professional roles, Edgar has researched governance and social policy, focusing on checks and balances in democratic institutions, the intersection of social policy and electoral clientelism, and the transparency of government data platforms. After completing his studies, Edgar plans to continue advocating for evidence-based social policy interventions, focusing on empowering underserved communities in Mexico and across Latin America.
